I heard 2 theories about trading/gambling winnings taxation in Malta:
1) it was about trading - if trading activities are made from Malta by a maltese resident, this income is related to Malta and is therefore subject to Maltese income tax. It could be the same for gambling. Maltese income tax is max. 35%, if annual income is 60K or more.
2) Malta does not tax the worldwide income of non-dom residents. Only income remitted to Malta is taxed. However, the income tax of a non-dom resident must not be less than 5000 euros per year.
