No. The 3% is applied only to the shortfall between 5x your deposit and the total you've wagered.
You aren't charged the fee to withdraw your winnings.

I think in your scenario where his balance is $400 the fee would be $12 to withdraw it prior to rolling over any amount less than 20k.

You will still have the same total rollover target. Unless each £100 deposit is played through 5 times or lost before making the next deposit the rollover will accumulate.

So I was a longstanding customer with pinnacle, wagered probably over 100k in the last years.

Deposited 4k yesterday, made a few 50$ bets and decided to cash out. They dont let me withdraw until I roll over the balance 5 times (i.e make bets totalling 20k.) there is no way I ever bet that much, now they take 3% fee from me to withdraw. A total, disgusting joke. I am closing my account with them. this is retarded. I hope others are warned by there BS practices. cant believe this. It seems there is nothing I can do. Can I ?

Pinnacle treats all their customers the exact same unlike exchanges like Betfair that apply a premium charge( in addition to commission ) to successful players. Betfair has free withdrawals after charging a *premium charge* to people who have half a brain on top of the usual commission fees.

I can understand them. I had an auction on eBay some time ago and people would send me messages why I didn't accept payments via PayPal. Very simple, you have to pay them a ridiculously high transaction fee like 5% to receive payments. No way I'm going to pay that just for your convenience, go buy somewhere else. If the payment processors weren't such greedy scumbags, this fee wouldn't exist.
