Depends what you like. Phoenix is vast, cultureless sprawl. Portland is rainy, but usually doesn't get too hot or cold and has a fun downtown. Phoenix should remain cheap well into the future because of good policies and very few space constraints.

Just moved out to Portland, staying at a hotel for 10 days while I find housing.

noticed so far
PROS: beautiful city, hot white blondes and brunes, trailblazers, portland state college, good bar scene, public transportation train/buses, legal weed

CONS: everyone is pretty weird looking, they seem high or out of it or retarded, about to rain a shit ton, looks like nobody likes sports here
