Are you looking for the rub or the sauce?
Couldn't do better than Big Bob Gibson's BBQ in Decatur, Ala.
I'm sure Itchy Pickle may vouch for Big Bob's as he spent quite a bit of time in Alabama.
Then there's always world famous Arthur Bryant's in Kansas City, Mo.

Dry or wet?
This question can not be answered as the "best" of any food item has very little to do with any region or city.
It has everything to do with the quality of the ingredients and the process used.
The best ribs I ever had were at a catered event outside Boston.
The babybacks were butchered leaving a 1/2" of loin meat all along the underside of the rack.
Each rib had double the meat. They were dry rubbed, mixed wood smoked and cooked to perfection.
To top it off the hot BBQ sauce was amazing.
Ribs are easy to get right. Pork butt is easy to get right.
True BBQ artistry is only achieved when perfecting Beef Brisket.
I gave up trying.

Ya, I have only succeeded smoking a brisket one time out of many. Super pisses me off why I can't get it right. Pretty much gave up too.

dryrub and little to no bbq sauce. I want the smoke flavor, bbq sauce is great but often too overpowering.
Brisket is all about luck even at the award winning places. They go through so many slabs a week that the variations in even top grade beef are noticeable. However, if you keep your expectations of what you're eating in check it still comes out amazing. But, if you're lucky you'll get one of the cuts that is just insanely tender.
