Are you sure this guy had a stroke? They said on the news that he was treated and released at the hospital for some type of diabetic attack that could have been the reason why he was involved in a hit and run. They also mentioned he was driving on a suspended license which was why he may have ran.

I actually side against the police here. 3 on scene...shouldn't have had to use the taser or that much OC. They jumped to it to fast without trying too get him out first.

If he jumped out and charges...sure taser away...but this could have been handled easier. This case.
