Never cared for cops procedure in these type chases, high speed, too many innocents could get hurt, with that said Im not sure what the best protocol would be. Ive seen probably 50 car chases 5 times worse than this though.

Think SoCal is the only place Ive ever seen the helicopter thing, where Im at years ago the only time I heard cops and flying things is when we got a ticket once years ago and the cop gave us a flyer about some plane or something.
