Homeland Security spends $80 million for 'civil disturbances'

        IRS buildings

The Department of Homeland Security is set to spend $80 million dollars on hiring a raft of armed guards to protect IRS and other government buildings in upstate New York during “public demonstrations” and “civil disturbances,” once again prompting concerns that the federal agency is preparing for food stamp riots, anti-tax demonstrations or some other form of domestic unrest.

According to a solicitation posted on the Federal Business Opportunities website, the Federal Protective Service (a unit of the DHS), is looking for a contractor to supply armed Protective Security Officers (PSOs) to guard a variety of government buildings in the region, including “IRS buildings(s) during tax season.”

“PSOs will be required to be armed and some posts may require screening of visitors using x-rays/magnetometers,” states the solicitation.

The armed guards will be used during “public demonstration(s),” as well as “civil disturbances, or other unanticipated events on an as-needed basis.”

“This acquisition is for approximately 380,000 hours of Basic Service, 20,000 hours of Temporary Additional Services and 3,500 hours of Emergency Security Services per year. Currently, there are an estimated 205 guards protecting approximately 95 posts at over 55 buildings. The estimated value of this Contract is between $75M and $80M,” states the solicitation.

Why does the DHS feel the need to blow $80 million dollars at a time of cutbacks on yet more armed guards to protect government buildings during “public demonstrations”? What is the federal agency preparing for? Food stamp riots? Anti-IRS demonstrations? Or some other form of civil disorder?

In June, it emerged that the DHS was purchasing top of the range body armor and helmets for FPS guards as part of preparations for “riot control situations.” This followed a controversial drill last year dubbed “Operation Shield,” during which FPS agents armed with semiautomatic guns were posted outside a Social Security office in Florida. The unannounced exercise centered around “detecting the presence of unauthorized persons and potentially disruptive or dangerous activities.” Residents were forced to show identification papers to the guards during the drill.

Could the increased security around IRS buildings be related to the introduction of Obamacare? The federal government has consistently denied that any fines pertaining to Obamacare non-compliance could be seized from bank accounts, despite reports last year that the IRS had hired 16,500 new agents to harass citizens who attempt to evade the new law.

As we reported earlier this year, Federal Protective Service officers were hired to guard an IRS building in St. Louis during a Tea Party protest against the federal agency’s discrimination targeting conservative groups. The FPS has previously been used to spy on protesters. In 2011, the DHS asserted that it had every right to spy on peaceful protest groups and had been using Federal Protective Service (FPS) agents to do so since at least 2006.

In March, Arkansas State Fusion Center Director Richard Davis admitted that the federal agency spies on Americans deemed to be “anti-government,” noting that the DHS concentrates on, “domestic terrorism and certain groups that are anti-government. We want to kind of take a look at that and receive that information,” so-called threats which included people, “putting political stickers in public bathrooms or participating in movements against the death penalty.”

For starters, the one I live in. And I didn't mean the country itself is doing fine, I meant the citizens are doing just fine.

I know people who get SNAP only because "That's $200 we can spend on something else".

Also was driving down the street the other day and there was a sign in front of a 7-11 "We accept EBT".

Seriously WTF can you buy that is has nutritional value at 7-11? No GMO bananas and hormone laced milk doesn't count.

Americans headed over 'food stamp cliff'

Food stamp cuts have emerged as the flashpoint in the fight between the House and Senate over farm bill legislation.

Millions of people are in for a shock at the end of the week when their food stamp benefits will be cut across the board.

There is little chance that Congress will act to avert what hunger activists call the “food stamp cliff” - a cut to benefits that will affect some 47 million beneficiaries, including children and the elderly.

The cut takes effect on Nov. 1, and will bring an end to a funding increase that Democrats wrapped into President Obama’s 2009 stimulus law.

For a family of four, the cut will be $36 per month, or about 20 meals under the Department of Agriculture’s estimate for the cost of a “thrifty meal.” Single adults will see their monthly benefits reduced to $189 per month, for a cut of $11.

“We have never seen a cut like this affecting all beneficiaries,” said Lisa Davis of the food bank network Feeding America. “With the government shutdown and other national and international issues going on, many people have no idea this is coming.”

Davis said that food banks are bracing for an influx of the needy as the holiday season approaches, and are concerned about keeping up with demand after donations wane in January.

“We’re hugely concerned … this will affect 23 million kids,” said Tom Nelson of Share Our Strength, a group focused on child hunger. “At a minimum we can’t accept more cuts.”

Conservatives argue that food stamp spending has spiraled out of control under Obama, creating a disincentive to work and ballooning the budget deficit.

Food stamp cuts have emerged as the flashpoint in the fight between the House and Senate over farm bill legislation.

Hunger groups are fighting a House proposal to cut an addition $40 billion from food stamps in the farm bill. Those cuts come primarily from provisions that would make it harder to qualify for food stamps when receiving other aid, such as home heating assistance, and by stopping states from waiving work requirements.

Conferees from the House and Senate will begin negotiating the farm bill on Oct. 30.

Republicans defend the proposed $40billion cut, and say that even after the “food stamp cliff” is tacked on, projected spending on food stamps will never return to pre-recession levels.

Republicans also argue that overall means-tested welfare benefits will continue to rise even as the cuts take effect.

“Welfare spending at the end of this year will total out to $217 billion more than welfare spending in 2008,” said Stephen Miller, a spokesman for Sen. Jeff Sessions (R-Ala.).

He added that in some states total benefits exceed $40,000.

“The current structure of welfare in America depresses cash wages and punishes work. Our compassion should compel us to reform welfare and promote wage growth," Miller said.

Rep. Rosa DeLauro (D-Conn.) said the food stamp cliff was ignored by Congress because of the fiscal fights that gripped Washington.

“Members haven’t been talking about it but I’m talking about it,” she said. “Budget negotiations, sequester, the government shutdown. These are big issues but the food stamp cut should also be an issue.”

But while DeLauro called the cuts “deplorable,” she conceded Congress wouldn’t be reversing them.

“It is not going to be averted,” she said. The Hill

Half the stores in poor parts of LA have we accept EBT signs. There are some 7-11 type stores that people walk in on the day the money hits the EBT card and the store cashes them out for 50 cents on the dollar. These stores get dozens of customers every month they cash out in full on day one and store makes a KILLING.

So you ask yourself how does the government not see this is obvious fraud, no one is spending 800 bucks on day one its available at a corner convenience store. Well the owners are smart and they have an answer to that inquiry. They keep a fake set of books on the customers so if they are investigated they just say these customers are given store credit when they run short at the end of the month. So lets say I borrow 130 bucks last month, you swipe out my entire 800 EBT balance and I now have 670 dollars to buy food this month. Of course if I run low again the store again will extend me credit. As long as they wipeout the security camera videos every month it's a pretty safe scam. This way everyone wins, store owner gets rich and welfare recipients get there drugs on our dime.

Food prices are on a steady incline while the SNAP and other food programs are on a steady decline.......

They are pretty clever in hiding the price of food, for instance,A 16oz frozen bag of California medley vegetables are now in a 12oz bag at the same price as the 16oz from just 2 months ago!

That is a 25% $ increase that goes unnoticed for the fact American puppets never read the fukkin labels!

Now add the cut in food programs and you will have a very vivid picture of what is happening....

I always used to think this as well until I found out that other countries pay their people more. I used to feel bad for how much my Aussie friends were paying for their items until I found out their minimum wage was over $17 an hour.

And what about all the 3rd world countries that pay at least double what Americans do? Americans truly are blessed to have the low prices they have, and yet people like Pauly still find things to complain about. #firstworldproblems
