Trump expected to revoke rules on transgender bathrooms: draft document

(Reuters) - Republican President Donald Trump's administration was expected to revoke landmark guidelines issued to public schools in defense of transgender student rights, according to a draft document seen on Wednesday by Reuters.

The draft reverses former Democratic President Barack Obama's signature initiative on transgender rights, which instructed public schools to allow transgender students to use the bathrooms matching their gender identity. (Read the draft here: http://tmsnrt.rs/2kMAGAS)

"I would expect further guidance to come out on that today," White House spokesman Sean Spicer told a news briefing on Wednesday.

The draft document, a joint effort of the Justice and Education departments, could be subject to change before it is sent to schools across the country.

The document states that its purpose is to withdraw the guidance of May 13, 2016, while Trump's Justice and Education departments "further consider the legal issues involved."

Last year's guidance, issued by Obama's Justice and Education departments, threatened to withhold federal funding if schools forced transgender students to use bathrooms corresponding to their gender assigned at birth against their will.

Conservatives have raised fears about men or boys claiming to be transgender in order to spy or prey on women or girls in public restrooms.

“We are building a replica of the Reichstag in Patriot Park. Not a full-sized one, but something that allows the Young Army to storm a specific target, not just any old place,” said Defense Minister Sergey Shoigu in a speech to the Duma.
Young Army (Yunarmiya, in Russian), which was created at the personal order of Vladimir Putin in 2015, currently has over 42,000 schoolchildren in its ranks. Its recruits, who are aged 10 and up, receive a 'patriotic education' from instructors, and also go on hikes, learn to handle weapons, and carry out large-scale military exercises.
Patriot Park, a massive complex 50 kilometers west of Moscow that opened two years ago, serves as the hub of the rapidly-growing movement, which signs up its members directly through state schools.
The photos provided for the article by the Ministry of Defense show an earlier, temporary model of the Reichstag, used simply as a war game backdrop. The new, permanent building will be used in a wide variety of drills, as with an inside area that can be used for a multiple entry siege, and walls that can be scaled. The outside steps will be used for presentations, and a viewing platform is to be put up nearby.
