What I was saying is in the criminal context the term exonerate refers to a state where a person convicted of a crime is later proved to be innocent.

In our case here with Trump, you can't even prove that he did something wrong...so what the hell are you're gonna exonerate him from?

I see what you're saying -This is Mueller just leaving the door open for the swamp to continue to harass Trump in the years to come.

But maybe because that subject wasn't specifically part of Mueller's brief? Nevertheless he went for Cohen on it.
