You dont need to go all the way back to 36th place.

You would only need to start at like 42 or so. There is no way in hell for 9 people to overtake position 41. Anyone from 45 and below is safe

Yes. Players have until the 8th to upgrade otherwise they will be removed from the standings.

Fine-print
1. One account per household. Players who operate multiple accounts or are otherwise restricted from the forum during the qualification period may lose their eligibility at the discretion of SBR.
2. Must be an SBR Pro by September 8th at 9AM ET to receive satellite or championship password.
