I think Tampa Bay does deserve a team.
I'll explain why.
New baseball teams are at a disadvantage because they don't have generations upon generations brought up on the home team (ie: Boston, NYY, Cubs).
Give the Rays (and the Marlins) a few years (several maybe) to build a strong fan base. Fathers bringing their kids up as Rays fans. That's how it starts. Putting a good product on the field helps also.

Florida's attendance in their world series years was poor to. Most teams nowadays make you purchase semi season ticket packages for playoff tickets. Tampa should have good attendance the rest of the year.

I live 5 miles from Tropicana Field and love baseball..........been to a whopping two games this year(not a Rays fan).
Some thoughts......
1. The stadium sucks, but it is not as bad as one would think......they have some neat areas and the temps are nice.
2. NOT SURE IF YOU NOTICED OR NOT, BUT MANY RAYS FANS RING COW BELLS DURING THE GAME.........AND THIS IS THE #1 REASON I DO NOT GO......IT IS IRRITATING AS HELL.........THEY SHOULD BAN THEM!! IT's THE DUMBEST THING I'VE EVER ENCOUNTERED ON A REGULAR BASIS AT A MLB STADUIM. The majority of the fans are hicks or retired 80 somethings.
3. Beer is watered down and costs an arm and a leg.
4. Parking was free, not this year, $10!
5. No matter what some may tell you, IT IS A PAIN IN THE ASS FOR RESIDENTS OF TAMPA TO DRIVE TO ST. PETE FOR A GAME...........plus the staduim is in a semi-shitty area and has only one bar within 6 blocks of it.
6. You think Rays fans are bad, BUCS fans are the absolute worst NFL fans I've ever encountered........20% of them do not even watch the game at the stadium and they are very naive as a whole about football.
I have come to dislike the Tampa area after living here now for 6 years........a move is in the cards.........VEGAS?, TENNESSEE?, IOWA?, OREGON?, CALIFORNIA?, IDAHO?,.................................

I know I wasn't a poster above in this thread but I did attend 15+ MLB games this year. All Yankees games and one Mets game. Of course it helps to be in a city where:
1. The teams have an electric fan base that loves and is sophisticated (arguable) about baseball.
2. Public transportation available to deliver you to the stadium doorstep.
It helps that the teams are packed with superstars too but I am a fan of the baseball game experience and would enjoy it anywhere. For example, there may be a move to DC in my future and my GF and I have already agreed that we will be getting down on some Nationals (partial) season tickets...

I actually made a Yankees and Mets game myself this year boner. Had to see both stadiums one more time before they closed.
Living 200 miles from Minute Maid Park in downtown Bayou City, I made eight Astros games and would've made 10 if last weekend's series hadn't been hurricaned out.

Yeah - Florida baseball team fans suck. Atlanta is right there in horrible fanbases. It's an absolute joke, regardless of venue, that they can't get 50k+/night down there. Crap, they've been packin um into Shey for all these years and it's a total dump. Heck, look at Fenway, probably the biggest dump in sports - and it's probably the toughest ticket in sports (outside of the NFL, of course).
I used to go to ballgames all the time, but the price to sit in the bleeders and parking just got too much. 20 games/year down to 0. I do go watch the 51s now that I"m in Vegas, though - minor league ball is a lot of fun and if you hit dollar beer night, you definitly get your moneys worth=)... But Tampa? There's no excuse for that - they have to move.
