38th Co-Sponser backs Frank on Internet Gambling Bill
Maybe there is some hope for all of us after all.

    Rep. Grijalva latest IGREA co-sponsor

One more signature has been added to the Internet Gambling Regulation Enforcement Act. Raúl M. Grijalva, D-Ariz, is the 38th sponsor of Barney Frank’s bill H.R. 2046.

The bill, which seeks to legalize and regulate online gaming, needs 218 sponsors in order to pass the House and move on to the Senate.

The Frank bill will absolutely kill sports betting in America. It allows for all the sports leagues to opt out, which they will certainly take advantage of. The Frank bill will crush the offshore and take out any hope of ever getting legalized sports betting online in the US. If you're just an exclusive poker player it might be a different story, but you'll have to ask JC about that.

      Bill link:

Do the following FAQ quotes regarding the Frank proposal seem to be in on-line bettors' best interests?

      ------------------
" If professional sports leagues and college associations decide to opt-out from allowing bets and wagers on their sporting activities, could that be enforced?

Yes. Under the proposed legislation, all licensed Internet gambling operators would be prohibited from accepting bets or wagers on sports leagues or associations that have opted-out."
      ---------------
"Is it possible for restrictions to be enforced if individual states decide to “opt-out” from permitting persons in their states from Internet gambling?

Yes. In using the Internet, a customer’s IP address is broadcast to the operator, which can then be used to identify the state in which a customer resides with a 99 percent level of accuracy. This information is also made available and compared to the customer’s registration information. In the event the information differs, the transaction is not approved and the customer is prevented from engaging in Internet gambling."
      --------------------------

If the NFL, MLB, NBA were the main drivers behind the whole UIGEA (who else could it possibly be?), "opting out" for those leagues would be obvious. As for the states "opting out," my state won't even allow slots, on-line sportsbetting - forget it.

It seems the only thing to do right now is to sit back and see how unenforceable the UIGEA really is, and hope the banks and financeers of the international on-line betting world don't abandon their American clients. Too many parties in the states want to stop on-line betting (specifically the NFL, MLB....) and the sheer power of the sports leagues will likely crush any reasonable proposal that would allow on-line gambling, even if it means losing the billions of taxable US dollars flowing to the off-shore books and illegal bookies. The NFL, MLB, NBA.... are interested in keeping the "integruity" of their respective enterprises regardless of any reasonable benefit to the United States that licencing, regulating, and taxing on-line sports books would produce.

Nobody said it was an easy task at all. However, it is possible to get those 218 over the course of time. Now as far as how long it might actually take goes... My guess would be roughly 2 years (give or take)

With everything happening currently right now, I do believe bigboydan after the next election is over with and then the US is going to want to reach an agreement with the WTO, it may be done within a year after the election is over with and a deal may be struck with the WTO on this matter, I just have a hunch that the WTO is just playing a waiting game until the Bush Administration is out of there before anything is done.
