    For one thing, those on higher ground not near water didn't have flood insurance. Probably most, even near water didn't
    have flood insurance. While Fema might be a good thing to them, we ALL pay in taxes. Even if they did have insurance,
    we ALL pay in higher premiums. Now with the refineries being down, we ALL will pay higher at the pump. Thanks Harvey!
