it isn't so much that casinos are scared of bigger action but the potential for an investigation by gcb and fin-cen as to where the people betting really large amounts make their living. a high 6 figure fine for taking action from a walk in with no background in casino is not something any casino wants.

big bets do get taken from known patrons. the irs has made it very difficult for a legit casino to conduct business without a concrete paper trail. offshore takes big action but getting paid can be a hassle.

pretty sure jj couldn't get a job as a porter in a casino much less book manager.
