Managed to locate the account from the auction number and I've just reported that account to ebay for selling bootlegs.

FWIW, Ebay's security looks at a hell of a lot more than IP addresses.

They definitely keep track of computer names, Computer ID, CPU ID, HD ID#, cookies, turbo lister program #s, etc... Their security is a hell of a lot more complex than IP address.
