A player affected by recent arrests contacted me. The player is owed money by the agent. What recourse does he have, if the agent never pays him?

Sadly, this is the expected result. When an agent offers credit to the player, there are two agreements created. The agent promises to pay or receive the player's wins and losses. If the player stiffs the agent, the agent still owes.
Similarly, the agent guarantees payment to the player. If the book stiffs the agent, the agent still owes. For this reason, you'll see a lot of agents stop doing business with a book a few months before the credit book's rating collapses.
