Even the quote in your post says "suddenly" implying a surprise.
Only ones surprised were in Hawaii themselves, everyone else, including the rest of the world, already knew well in advance.

But why even mention FDR? Plenty of Washington officials were warned ahead of time, and made the choice to keep it quiet.
It's history now, but we know much more about that history than we were originally taught, thanks to the Freedom of Information Act.
Here's to the sacrifices made that day, they were huuuuuge.

#26My ex wifes grandfather worked at Oakridge Tn on one of the bombs we dropped on Japan, in the "Secret City" as they called it.
Alpha Track Calutron at the Y-12 Plant in Oak Ridge used an electromagnetic separation process to enrich uranium. This photo was taken in 1944 or 1945.
It wasn’t until the atomic bomb dropped in 1945 that employees realized they had been building the most powerful weapon the world had ever seen.

#35My dad hit Omaha Beach and lived to tell about it.
He was later in the tank Corp but he Wounded while in England from a buzz bomb and put into the photographers pool for the OSS.
Was with the first group to come upon the aftermath of the frozen Battle of the Bulge. Had photos of the terrible torture that took place there to our troops.
Mom drove a supply truck from California to Vegas countless times for transportation of those supplies to the troops in Europe.
Every American was on the same mission. As were the allies.
Prevailing was the only option.
Amazing what we can do when we are all one.
He didn’t like talking about it much but did say more than once that all the allies and especially the British were tough as nails and we would not have won without them.
A day to never forget along with D Day.
