Good question. I guess for smaller tournaments with thousands of anglers participating over the span of weeks and weighing in at multiple stations, some counter measures aren't too practical. You would think for the metal weights, a metal detecting wand would suffice and they aren't exactly expensive. The stuffing of the fish with non-metallic weights like fillets would be a little trickier. Plenty of others ways to cheat too, of course.
