If you want to stop human trafficking you do it at the border, with a wall, with security and enchanced imaging at checkpoints. Then you use FEDERAL law enforcement to apply the MANN ACT to any enterprise (RICO) that transports across state lines. IE the owners/ madams of the chinese massage parlors. The only people who can turn in or testify against a trafficker are the prostitutes themselves, that's who you have to arrest to stop the traffickers.
