It could be archived and then deleted, so perhaps that's what they're doing. I just think it's funny how he deletes and puts up a new one like nobody would notice. That's what happens when you tweet on the shitter.
The National Archives and Records Administration has told the White House to keep each of President Donald Trump’s tweets, even those he deletes or corrects, and the White House has agreed.

From the article, the statement sounds more like the Archives saying to the administration KYA and keep records of everything until we clear it (like accountants saying keep all of your receipts and business records). Not saying they keep copies of tweets is bad, but I don't see where this specific tweet would violate the act like you're claiming since I don't see where that tweet fits the requirement.
