The government. The people that create tax law. And those that don't veto horribly corrupt tax law when they have the power to do so. One point Kaine made I think Hilary will continue to hammer Trump on Sunday is the contradiction between a multimillionaire potentially not paying taxes meanwhile talking up how we need to build up the military and buidling walls and making America great yet if he didnt pay taxes to support any of it....
