According to the 2010 Census, East St. Louis had a total population of 27,006. The
population for those 18 and over, or those eligible to vote, was 19,098. With 22,000
registered voters, it seems to be a numerical impossibility for East St. Louis' Board of
Elections to have an accurate or legal list of register voters. East St. Louis is not alone
with this problem. It is a problem all across the nation.

June 2: 2005: Voter Fraud in East St. Louis
It used to be called “walking around money.” Now, according to the St. Clair County Democratic Central Committee’s reports to the State Board of Elections, it’s called, “election expenses.” $76,150 was reportedly paid to 51 individuals living in East St. Louis days before the 2004 election. Cooperating voters were paid $5-$10 per vote, according to a report by the Belleville News-Democrat.
“Powell explained that the amount was based on multiplying the expected number of voters in the precinct times an amount of five dollars each,” according to a FBI report obtained by the Belleville paper. According to the indictment, Powell “explained that each Democratic precinct committeeman needed to determine how much he or she would pay voters in their own precinct.” Powell allegedly asked them to turn in “election day budgets…requesting funds from the St. Clair County Democratic Committee to be used during the November 2, 2004 general election.” After discussing “these election day budget requests with members of the St. Clair County Democratic committee, the East St. Louis precinct committeemen received funds” from the county central committee “in most instance[s] to the amount requested” on October 31st, according to one plea agreement.
Powell was a member of the East St. Louis City Council until he was voted out of office in April. Two weeks before that election, he was indicted for vote fraud.
In late March three other Democratic precinct committeemen–Lillie Nichols, Leroy Scott, Jr., and Terrance Stith–pled guilty to “knowingly and willfully” paying or offering “to pay voters for voting” during a federal elections....
Standing trial with Powell will be fellow Democratic precinct committeemen Jesse Lewis, Sheila Thomas and Kevin Ellis. Ellis precinct worker Yvette Johnson is also charged.
Ellis is also charged with writing a “threatening and misleading” letter to Republican election judges “in order to intimidate” them “so they would not appear at their assigned polling place.”

Absentee voting is the most efficient way to do it, but the numbers are the main thing keeping fraud from tilting an election. The logistics necessary to undetectably cast enough fraudulent votes to change even a close outcome in a national race are impractical, let alone when the margins are as wide as they are currently. Having spent most of my life with electronics and embedded systems, I can tell you that electronic voting machines have the potential to make fraud a lot easier to carry out by technicians with any clue what they're doing. It's not particularly difficult to go in and change a bunch of people's votes electronically, and there aren't any solid safeguards against that I can think of. The main limiting factor is still the logistics thankfully; it has to be done in person to avoid detection, and coordinating that many techs, each of whom could blow the whole thing open and hold it over any candidates head forever, isn't practical.
I've never been asked to show ID when voting, but I don't have any opposition to it...regardless of the fraud it would or wouldn't prevent, if we have to show ID for other government interactions, showing it to vote is a perfectly reasonable precaution.Comment -
