Rivers is a great QB and has more heart & desire to win than probably anyone in the league. He's not the problem.

Their OL is awful. Due to injuries, lack of development & bad drafting.

Defense never seems to improve and again, drafting hasn't been good for them, IMO.

This year alone though, SD has been cursed with injuries. OL has been decimated. Keenan Allen, was going to set records for reception this year, sidelined for the year. Just an unlucky season for them. Them & the Ravens are in the same boat. Ravens are actually worse. Before this week, Baltimore was bad, real bad. Now, it's even worse. Flacco, torn ACL, out for the year. Justin Forsett, broken right arm. 1st overall pick?
