Not sure they thought about this thoroughly. What are the kids supposed to do on corner kicks, free kicks, goal kicks, lob passes, punts by the goalie? Are they supposed to let the ball go above their heads and wait until it rolls on the ground to kick or pass it? This will lead to more collisions and more injuries to the head, legs or bodies.

Anyone who played or watched soccer knows headers are part of the game both when defending and trying to score.

Might as well ban outdoor soccer for kids and only play indoors in hockey style fields and make them wear hockey helmets.

Probably. I know the elementary schools that I grew up going to don't allow fireball anymore (throw a tennis ball against a wall and the next person has to grab it before it bounces twice; if he doesn't he lines up on the wall and the ball is throw at him )
