velocity wasnt the problem last year. it was his command that was inconsistent.

Average velocity way down, age, and weight loss. Losing the weight is good for him as a person but as a baseball player, he'll have to make adjustments to his new body. He lost some weight last season as well right and that did him no good.
No bounce back

everyone is different it depends on your style.
In order to throw hard and not be very big you must have an uptempo delivery like Tim Lincecum, Roy Oswalt, Tyler Chatwood etc...
some guys who have more under control slower mechanics really need weight and muscle guys like
Roger Clemens, Josh Johnson, Matt Latos..
Chris Sale benifets from having long noodle like arms and gets tremendous whip action much like Rangers relief pitcher Daniel Bard

I don't recall seeing CC hitting 97-98 at any point last year, for those wondering. From what I remember he was sitting around 88-90 and touching maybe 93-94 when he really needed it most if not all of the season. The days of him sitting at 93 and touching 96+ are done and over with. He will put up the numbers of a solid number two starter, but that is not good enough for what the Yankees need from him and are paying him...

I think he is a .500 pitcher going forward, at best. He's more like a 40 year old innings wise. Tanaka shouldn't be counted on to go a Guidry like 25-3....anything like 16-10 is the best you could hope for ! Kuroda is iffy, Nova isn't well proven, Pineda hasn't thrown a pitch for them in 2 years there. Infield kind of sucks, this team has potential to be a 75 win club this year, IMO !
They will be buying high in desperation to make the playoffs.
They are strong at catcher with Mccain and about 6 guys to back him up and in O/F with Ellsbury/ Gardner/ Soriano-Ichiro and whomever else.
I don't feel good about any of the infielders.

Or, none of those things could apply, and you can still throw 100. Normal size, vanilla delivery, 96-100 every time........

Not sure if CC being 275 is a good thing or not...from a "health" standpoint all of that weight off of his frame has to be good from the season...but the velocity will be interesting
