I like "it seems" part. They don't have any actual reliable data. I'm sure those 4 billion are gross loses. But players have also won a lot. Bookmakers go bankrupt frequently and thats because players win more than they loose. Last year was especially bad for bookmakers. US bettors as a whole could very likely be net positive last year or at least close to break even.
4 billion is absurd number.

"I noticed that the per capita gross domestic product of the U.S. is in the neighborhood of $40,000 per person, so that says that the economic impact of losing $4 billion is the equivalent of losing 100,000 jobs.
