So will the price go up or down?
Well, it's already going up based on the expectation that "dumb" money may come in on the buy side tomorrow, but nobody knows for sure.
You've got a classic battle: will this be a "buy the rumor, sell the news" phenomenon or will those headlines convince less sophisticated investors that this is new news and that Bitcoin's finally gotten its act together to fix its scalability issues?
My guess -- subject to the usual 'nobody can predict crypto' disclaimers -- is that the dumb money buyers will outnumber the insider sellers and BTC will trade up to another All Time High tomorrow/Wed, breaking above $3500.
