Think you missed the point of the article trogo.

Feds filed this john doe summons about 6 weeks ago.

This article is very interesting but is about a guy trying to stop it.... and from that article it sounds like he has some chance.

I also think this type of thing will become a Very LOW priority for the new admin. They will focus on real crimes
