Yeah he has an easy out on this one. A lot of public figures don't personally monitor and use their twitter account at all times, but rather have staff instructed to like/favorite as many things that mention them as possible, or even software that automatically does it. Whether that is actually true in his case or not, it would be a pretty convenient explanation that the tweet was automatically favorited because it mentioned his name, before they realized the true content of the tweet.
