My best Rice vs. Charlotte prediction for Thursday’s 7:30 p.m. ET (ESPN) kickoff at Jerry Richardson Stadium in Charlotte, N.C., examines how two struggling offenses will perform in their conference opener. Rice is a 2.5-point betting favorite.

I expect the Under to be one of the most popular college football picks this week. But there's a chance that the offenses aren't actually bad, but that they have just played against superior competition. Still, I like the Under, even though I expect big things from Quinton Jackson as one of my best college football predictions for Week 4.

Both of these teams scored plenty against FCS opponents last week, but they have struggled against FBS opponents. In two games, Rice scored just 23 points, while Charlotte scored 14. The 49ers are allowing 29.7 points per game, but the run-first approach of the Owls leads me to believe possessions will be limited in this game.

Charlotte is averaging 258 passing yards per game, but quarterback Conner Harrell and the passing attack will struggle against a defense that allows just 142.3 passing yards per game. Without much of a rushing attack, the 49ers will struggle to move the ball, and I don’t see them scoring 20 in this game.

Caesars is offering Under 44 for -110. The price suggests a 52.38% chance this game goes Under, and a $10 bet would pay $9.09.

In the first game of the year, Rice running back Quinton Jackson rushed for 119 yards. Since then, he’s failed to go for more than 52 yards in a game. However, I love this matchup for him, as the 49ers are allowing 4.6 yards per carry.

While some will be concerned that he only ran for 42 yards against Prairie View A&M last week, he only had nine carries, as 12 different players ran the ball in the blowout. He will lead the backfield on Thursday, just like he did in Week 1, as he dominates a team that he averaged 5.6 yards per carry against last year.

bet365 is offering Over 80.5 for -115, a much better deal than the Over 86.5 that FanDuel is presenting for -114. -115 suggests a 53.49% chance he hits this Over, and a $10 bet would pay $8.70.
