Racebook.com won't give me my winnings

Has anyone else had problems with racebook.com? I've been a member with them for years though I typically only bet the horseraces a couple times a year. I've never had any problems withdrawing my winnings until this year. My winnings were small as usual ($37) When I went to withdraw the money, racebook wouldn't let me. I had to have at least $100 to withdraw. I've never encountered that before. I don't think I withdrew last year so I'm not sure when this new requirement went into effect. The problem is I was never informed and I would not have used them had I known about it. I think its a scam but I was told by one of their reps that they couldn't do anything about it. Yeah right.

The problem is that the withdrawl fee are probably more than the 37 dollars. Most good books have a min withdrawl of 300 for ** or ** and 100 for checks via fedex.
