I placed a couple of bets on the Monaco F1 race, one on Schumacher v Rosberg head-to-head. Because of max bet limits and shifts in odds, the bets were placed at a couple of books.
Schumacher got a 20 second time penalty, but it was a retrospective time penalty, imposed because there was no time left in the race for a drive-through. I can't find out for sure whether it was imposed before or after the podium presentation. Without the time penalty, Schumacher finished ahead; with it, Rosberg did. So who won the head-to-head?
The books' rules are as follows, and I think they're the same for this purpose:

The start of any race is defined as the signal to start the warm up lap. Drivers must start the race in order for wagers to be considered action.
All wagers to win the race will be graded at the time of the podium presentation as per the FIA classification. Subsequent penalties or demotions will not affect the grading of wagers.
In head-to-head matchups, in the event neither driver finishes, the driver completing more laps will be deemed the winner. If both drivers have completed the same number of full laps, wagers will be graded as no action. Subsequent penalties or demotions will not affect the grading of wagers.
Qualifying wagers will be graded by qualification result as per FIA. All wagers are action once a driver starts qualifying. Subsequent penalties or demotions will not affect the grading of wagers.
Championship wagers will be graded as per FIA classification immediately after the final race of the season and will not be affected by any subsequent penalties or demotions.
In head-to-head matchups, both drivers must start the race in order for the wager to be considered "action".

Bets on Formula One (F1), Motor and Auto races are decided on the podium position of the day of the prize giving for the particular event, any changes in position after this time is not considered for settling purposes. If two drivers abandon the race after completing the same number of laps, the respective head to head is deemed void, otherwise the driver who completes the most laps will be deemed the winner if both drivers fail to finish the race.
To win the race:
60% of the starting field must start the race for action.
Top 3 (podium) finishes:
80% of the starting field must start for action.
Drivers Matchups:
Both drivers must start the race for action.
THE FORMATION LAP IS NOT CONSIDERED PART OF THE RACE FOR WAGERING PURPOSES.
