Why can SOME offshore books accept american players and some can't?

Fear of US government wrongfully sticking their nose in their business. (see UIGEA) ban of Netteller etc. etc...
What doesn't make any sense to me, is Betfair has an open horse betting platform, but won't allow the US bettor to wager with them on sports.

vegas lobbyists will push the button to legalize gambling once the vegas sportsbooks have completely caught up to offshore sites. until then it i stechnically "illegal" to bet on line. books who take action from US are rolling the dice so to speak

Betfair want to get licensed in the US so will respect their laws.
They did the same in Australia and it paid off.
