The correct play is actually to surrender if allowed.
However, disregarding the count, you don't always hit 3 card 16s against a 10
For 2 card 16s, it's always correct to hit (unless it's 8-8 in which case it's actually better to split), but the EV difference is actually incredibly close that just looking at a few cards around you on the table can swing the balance to make standing slightly higher EV
For instance in 8 deck, dealer hits soft 17, hitting with 10-6 against dealer 10 has an expected return of -0.535975. If you stand, it's -0.540827. That's a gain of 1 unit approximately every 15000 hands. Hardly much of a differenceComment -
