Criminal charges on the Michigan side of a race-fixing investigation which has also affected Windsor Raceway should be forthcoming in the near future, according to the executive director of the Michigan Gaming Control Board.
“Our investigation has advanced to the point where I would anticipate that we would be laying criminal charges shortly,” said MGCB executive director Rick Kalm. “We are preparing criminal charges right now. I would expect that to happen within a month.”
The investigation into widespread race fixing in Michigan and Ontario, which led to last week’s suspension of three Windsor Raceway drivers, became public knowledge in early March, when the Michigan State Police executed search warrants at the homes of three people in Southeast Michigan.
The investigation looked into allegations of fraudulent race fixing at three Michigan tracks - Hazel Park Harness Raceway and Northville Downs in the Detroit area and Hazel Park Harness Raceway, and Sports Creek Raceway in Swartz Creek, and quickly spread to include an Ontario Racing Commission investigation involving races at Windsor Raceway.
Drivers Kevin Wallis (12-year suspension and $100,000 fine) of Maidstone, Gene Piroski (10-year suspension and $100,000 fine) of Cottam and Brad Forward (five-year suspension and $5,000 fine), formerly of Amherstburg and currently a resident of Woodstock, Ont., were issued their penalties Sept. 3 by the ORC following an investigation that began with hearings in Windsor in mid-March.
There is no companion criminal investigation in Ontario, but there is in Michigan, where race-fixing is a felony.
Kalm indicated that Michigan would honour the Ontario suspensions as part of a reciprocal agreement with the ORC.
“We currently have nine people under suspension in Michigan,” Kalm said.
Among the horsemen involved, Wallis and Art McIlmurray were suspended indefinitely by the MGCB, while Don Currier Jr., Don Harmon, Wally McIlmurray Jr., John Moody, and Rick Ray were suspended indefinitely by the ORC and for a year by the MGCB. All of them also raced at Windsor Raceway during the 2009-10 season.
Horse owner Haitham Shamoun was suspended indefinitely by both organizations, and Saleh (Sam) Summa, a gambler whom the investigation discovered was involved with the planning and organization of the race-fixing, was prohibited from visiting race tracks in Michigan and Ontario.
