Those knees weren't legal despite what Hogan says, or am I missing something? His hand was down? It's a terrible rule but isn't that the correct call?

Ah ok. Best example of it is probably Roy Nelson vs Kimbo. That fight was massive, and it ended with Nelson lovetapping Kimbo after crucifixing him. Penn vs Hughes was another.

If I'm remembering correctly, the rule was changed so that a referee can, at their discretion, decide that a fighter is abusing the three-point rule in order to avoid getting kicked in the head, and thus allow their opponent to kick/knee them at will.
