Online Casinos Drive Growth in 24/25 Fiscal Year in Pennsylvania

Online gaming drove Pennsylvania’s casino sector in 2024–25, helping to produce another record-breaking year for the state’s gaming industry.
According to the Pennsylvania Gaming Control Board (PGCB), Pennsylvania online casinos generated $6.4 billion in total revenue and $2.8 billion in state taxes.
The state’s 17 licensed retail casinos continued to offer traditional slot machines, table games, and in-person betting. Still, the figures show that these forms of gambling saw slight declines or stagnation. Revenue from physical casinos totaled $3.37 billion, with tax contributions reaching $1.5 billion, representing a decline of under 1% year-over-year.
By contrast, online gambling was responsible for most of the industry’s growth. Revenue from online casino-style games jumped by 27%, hitting $2.48 billion, with the state collecting about $1.1 billion in related taxes. The PGCB attributed the surge to the launch of new online affiliates and the expansion of game offerings across existing platforms.
Hollywood Casino at Penn National Race Course remained the top performer in the state’s online gambling market, accounting for $936 million in revenue. The property hosts digital operations for major brands, including DraftKings, BetMGM, ESPN BET, and Fanatics.
While Pennsylvania sports betting increased by 7%, reaching $8.7 billion in total bets, operators' resulting revenue grew modestly, rising by just 0.2% to $488 million. Fantasy sports contests saw a minor decline in revenue, while truck stop gaming terminals grew slightly, bringing in $41.4 million, up 0.7% from the previous year.
PENN Entertainment Expands PGA TOUR-Branded Casino Products
In July, Pennsylvania-based gambling company PENN Entertainment debuted a new PGA TOUR-themed online casino game.
The game follows the debut of PGA TOUR Blackjack earlier this year and is the second release under PENN’s multi-year partnership with the professional golf organization. It is also the first officially branded PGA TOUR iCasino title in the regulated sector.
PGA TOUR Mines features animated graphics and golf-themed visuals. Players click to find hidden items, adding multipliers for each correct pick while avoiding mines that end the round. They can cash out at any point or continue risking their winnings.
The title is available through ESPN BET, Hollywood Casino in the New Jersey online casino market, and theScore Bet and theScore Casino in the Ontario online casino market.
The launch integrates the branded content with PENN’s broader digital gaming and sports betting platforms. Along with its previous launch of PGA TOUR Blackjack, these titles represent the first time official PGA Tour branding was associated with iGaming titles.
