Well, it's happened before where the ball hits the black part of the pole and was ruled foul.

But it doesn't make sense why the entire pole isn't painted yellow to end the confusion.

The black part of the pole is always foul. If it hit a foot above on the yellow part then it would be a HR.

That's the rule I seem to recall.
