They will vote to approve anything that provides an opportunity for politicians to line their pockets. Guaranteed there will be lobbying and contributions to these politicians to convince them to approve it. Of course there will be 10X more money given to these politicians under the table than publicly announced. One of the most corrupt states in the country. Gambling is regressive taxation and it primarily taxes the lower class so it is fairly irresistible for Texas.
