Texas politicians are not real bright so they will screw it up but I didn't figure they could hold out for too long with other R states on board.

Guaranteed there will be lobbying and contributions to these politicians to convince them to approve it. Of course there will be 10X more money given to these politicians under the table than publicly announced. One of the most corrupt states in the country.
