What vulnerable situation? Steel is cheap and abundant. We make as much steel as is economically feasible, let the free market decide what % of steel we produce. We can create better paying jobs than steel worker jobs. That's my point. Trump is just playing to the fears of people who don't understand the 21st century economy.
