He's the beneficiary of a great public relations marketing campaign that created the perception that he is the ultimate in "cool" and if you aren't in the club (i.e. one of his adoring fans) you are un-hip and a square.
All in all a very mediocre talent who would have been performing in Ramada Inn lounges his entire career were it not for the marketing apparatus creating the mystique lemmings (the dumbed down public) love to lap up.

probably had the best public relations marketing campaign in history. it worked. lured in countless number of fans who continue to overpay to see him perform his old tired act. probably enjoyable to go to one of his concerts, i'll never know. his name sells tickets not his talent.

The no talent stiff is not important enough to figure into any conspiracy. He has a great marketing and public relations team and that is business strategy not a conspiracy. Nothing wrong with that if you can make it work and he did. Good for him.
But putting on a USA flag bandanna and screaming into a microphone doesn't make one a talented musician. Sorry if that hurts your tender feelings but he is what he is.
