How long before new users can post?

usually u can post right after u register

I tried to post in the Think Tank right after I registered, and I got a message saying the post was waiting for moderator approval (or something along those lines). After about an hour of waiting for my post to show up, I started this thread, which went straight through. Not long after that my post in the think tank showed up.

Either I was randomly selected for post approval, or different boards have different rules about who can post.
