Question about "Lucky Losers"

Anyone know how they decide the lucky losers for main draw events. Both Berdych and Nalby pulled out with injury and Mardy Fish and Michael Russell got the spots. But Russell retired in his qualie match, doesn't seem fair that he would get it, when he didn't even finish. Anyone have any idea who these spots are selected?

still doesnt explain why players that withdraw are still considered for a lucky loser spot, hardly seems fair does it

yeah it does, it goes by ranking and they cited a example when Gimelstob did it at the 2005 Wimby. Its not fair but I guess rules are rules
