Lol Italy has good offers in locals for those itf
Considering online, bet365 if has the game, bwin Italy has good stakes, Czech locals(tipsport and fortuna), unibet, Netbet(if b365 has it, and limits depend on country)

Almost all italian local bookmakers limited me.

Very few books offer ITF matches. I only use Pinnacle at the moment (They don't offer 15k Women's and men's ITF) but i used in the past Parimatch, BetOlimp, LSbet and 1xbet. All paid in the end but they limit very fast.

I think Bookmaker has increased their tennis offerings. I don't remember seeing ITF and Challenger last year but I do now. Having said that the odds are poor and you probably won't find anything worthy to bet.
