I don't want to sound like a broken record but the Congo are the expert bus parkers, 13 of their past 16 games have gone under 2.5. England have had 9 of their past 13 games win to nil, 4 of which ended with a 2-0 final score. England have also had 7 of the last 9 go under 2.5 goals. The earlier kickoffs usually also favour a lower score line. I really do not see the Congo scoring here, just frustrating England.

I made this game a PK so getting value on the dog here. I do not see that much of a difference in quality between these 2 sides. Belgium beat up on a bad kiwi team otherwise they could not beat Iran or Egypt 2 teams that are far worse then Senegal. Senegal got beat by France and Norway 2 teams with a lethal attack but they scored on both before trashing Iraq 5-0. This looks like a 1-1 final 2-1 in ET or PK's.
