Need a parlay ruling (pos misgraded wager)

#1 I do not want this post to end up into a problem after my problem is resolved MODS PLEASE DELETE.

Question #1) If I got a problem with a gradded wager who do I contact? Lou? Sam?
Question #2) In the below parlay TIPSAREVIC won since his opp retired I know this means no action on that side of the bet. Then MONFILS won 2-0. I thought that would just cancel out the 2nd side of the parlay and make it a straight bet? it was ruled a not action parlay? Is this the correct ruling?
