No president fixes and ruins shit. They are advised and not just by cabinet members but by other policy planning groups. When Biden became president he signed executive orders ok so what who wrote them up? Do you think Biden or any president came in and put all that together?
There are policy planning groups for everything you can think of from finance to infrastructure to the enviornment to food to everything and they advise the arms of government on what to do. The government members don't know all this stuff they would have to be beyond geniuses. They are advised by groups that work on these particular things and they know what they're doing.

He's used this exact same tactic before, he gets asked a tough question that he knows he doesn't have an answer to, so then he stalls with this.... "Are you ready? Are you ready? Can I talk? etc...." And he's about to shit his pants because he knows he's got NOTHING, so he reverts back to the only thing he's good at, insults, and calls the person who asked him the tough question "nasty". And then his cult members erupt with laughter and forget the question altogether.
