                HICKORY, N.C. — Hickory leaders agreed to a major settlement involving an excessive use of force case.

                Chelsea Doolittle was thrown to the ground by former police sergeant Robert George in 2013.

                Surveillance video from outside the police headquarters in Hickory captured the moments she was injured after being violently pulled out of George's patrol car.

                The video shows George's police cruiser pulling into the station with Doolittle handcuffed in the back seat. She had been arrested for disorderly conduct.

                About 15 seconds later, George can be seen ripping Doolittle out of the vehicle and slamming her to the ground.

                Earlier this year, a jury found George guilty of using unreasonable force against Dolittle, and he was fired soon after.

                He was sentenced in federal court to four years of probation and ordered to pay $23,000 in restitution.

                Leaders signed off on a deal Tuesday to give Doolittle a $400,000 settlement in the case.

                          WATCH: California Deputy Kills Man by Slamming Head into Car, then Choking him

                          Deputies thought the car was stolen but it was being driven by its rightful owner.

                          A horrific act of police abuse was caught on body cam showing an enraged California sheriff's deputy slamming a man's head against his own car while trying to pull him through the driver-side window as the man's foot remained lodged in the steering wheel.

                          Somona County sheriff's deputy Charles Blount then placed the driver, David Glen Ward, into a chokehold for 30 seconds while deputy Jason Little tasered him. Ward stopped breathing and was pronounced dead at a local hospital.

                          Deputies were angry that Ward had bitten their fingers as they kept yanking him out the window despite him moaning in pain about his leg stuck in the steering wheel.

                          Police say a few days earlier, Ward reported his car stolen after telling police he had been carjacked. But he somehow got it back which was why he was driving when deputies tried to pull him over.

                          The incident took place November 27 at around 5:40 a.m. and resulted in Blount's "termination" – not that he will stop receiving paychecks anytime soon.

                          It's obvious from watching the video that Ward bit them to keep them from breaking his leg. Had he not bitten them, they would have broken his leg because they were not going to stop pulling him out the car. The louder he yelled, the harder they pulled. If they could not understand his words, perhaps they would understand his actions.

                          But because he would not allow them to break his leg, he had to die because in the eyes of deputies, there was only one way out of that car and it was through the window.

                          The carotid restraint chokehold used on Ward is banned by many law enforcement agencies across the country because of how deadly it can but but it is not banned by the Sonoma County Sheriff's Office but that soon may change in the wake of Ward's death.

                          Nevertheless, it is only supposed to be used against violent suspects who are placing others in harm. Ward's family describe him as a peaceful man with health issues. And the video just shows him sitting in his car with his hands up with the cops acting like violent carjackers.

                          Not surprisingly, Blount has a history of lies and violence.

                          In 2015, he arrested a woman for jaywalking by placing her in a chokehold and throwing her down on the ground. Only he never admitted that. Instead, he testified that he placed both hands on the woman's shoulders and pushed her down.

                          But Blount was proven to be a liar when a witness video was introduced showing the assault that took place. Charges against the woman, Celeste Moon, were dismissed but no action was taken against Blount who should have been charged with perjury, only the law is never applied equally when it involves police.

                          By keeping him on the force, the Somona County Sheriff's Office has placed the entire community at risk, but cops like Blount are protected by law enforcement agencies across the country which is why these videos surface daily and why none of us are safe from these criminal cops.

                              NYPD Returns Legal Hemp to Owner after Bragging on Twitter of Huge Pot Bust

                              Without a trace of shame, the NYPD returned 106 pounds of legal hemp to its owner Monday, nearly two months after bragging on Twitter about seizing a record amount of "marijuana that was destined for our city streets."

                              But not before conjuring up more lies to cover up for the agency's botched bust which was mocked by thousands online last month.

                              Meanwhile, the cop who made the seizure and posed among the bags of hemp like Elliott Ness is now posing among children on social media in an attempt to play the fabled "good cop."

                              But the word is already out that NYPD officer Rodney Greenidge is a dirty cop with a history of abuse and false arrests, including one that led to a $15,000 settlement in 2014.

                              Federal Express is also to blame after its driver delivered the shipment to NYPD's 75th Precinct in Brooklyn instead of its rightful owner despite a Vermont police officer having already determined it to be legal.

                              The 106 pounds were in nine boxes. Each box had official documents from the Vermont Agency of Agriculture confirming the hemp to have less than .3 percent of THC, the psychoactive compound that gets people high and killed by cops.

                              By the time NYPD cop Greenidge examined the merchandise, the Fed Ex driver had already tried to get Williston police in Vermont to seize the merchandise but they did their due diligence in examining the documents verifying its legality and declined to get further involved.

                              "Fed Ex knew exactly what was in those boxes after the Vermont PD told them it was hemp and that they were not touching it," said Oren Levy, owner of Green Angel CBD in Brooklyn who had purchased the hemp from Fox Holler Farms in Vermont which makes no secret about growing acres of hemp.

                              "Fed Ex should have never told the NYPD it was marijuana. They knew exactly what it was."

                              Officer Greenidge took the lead in determining the hemp was weed when he ignored the documentation and wrote that he "has had professional training as a police officer in the identification of marihuana...and the substance in this case possesses the same physical characteristics."

                              When it became clear the shipment was legal, the NYPD conjured up new ways to slander Levy.

                              "They said they cannot release the hemp because we did not have a license to buy and sell CBD," he said. "But there is no such license to buy and sell CBD. It's all lies."

                              "The issue here is one that involves interstate commerce and the Farm Act certainly would cover that, and to try to restrict interstate commerce as we learned in law school is not proper," said attorney for the Levy brothers, Sanford Rubenstein, who has filed a $10 million notice of claim to sue Greenidge, the NYPD and New York City which is a requirement before filing a lawsuit against the local government.

                              "We are also looking at Fed Ex as a potential defendant and we'll make that determination once we prepare to file the lawsuit," the attorney added.

                              "The chief went on TV and said we don't have paperwork but each box had its own paperwork," Levy said who also provided photos of the paperwork.

                              Although the hemp has been returned, it has likely deteriorated in quality after being in the police storage room with no temperature-control for nearly two months.

                              In its self-congratulatory tweet – which is still posted – the NYPD thanked its "great working relationship with @FedEX" in making the seizure and arrest.

                              But Federal Express has remained mostly quiet about its involvement in the botched arrest.

                              "They made one comment on TV saying 'We don't allow illegal shipment with our courier,' pretty much saying we're shipping illegal stuff," Levy said.

                              "Then they changed up that comment and said we don't allow hemp with our couriers but they knew it was hemp when they picked it up from the hemp farm in Vermont."

                              ​"All the cop had to do was call the Vermont PD, look at our paperwork and not mislead the district attorney," Levy said. "They should just have admitted 'we f@¢ked up' instead of draining my pockets."

                                  On March 29, 2019 the Aurora Police Department received a call of a uniformed officer who was passed out in a vehicle. The officer, Nathan “Nate” Meier, was unresponsive in the driver’s seat of an unmarked APD vehicle and attempts to wake him up were not successful. Once the officer was removed from the vehicle by members of Aurora Fire Rescue he was immediately transported to an area hospital for medical evaluation.

                                  Some of the officers who had first arrived on scene had contact with Ofc. Meier and smelled a very faint odor of a possible alcoholic beverage on his breath. The odor did not linger and was not prevalent. There was no evidence located in the vehicle indicating this was an incident involving alcohol. This incident was treated as an emergency medical situation until more information could be gathered.

                                  At the hospital medical evaluations were done for Ofc. Meier. One APD sergeant gained access to the room and briefly spoke with Ofc. Meier but did not note any odor of alcohol coming from his breath.

                                  Information the hospital staff learned about his condition was not shared with members of the department due to Health Insurance Portability and Accountability Act (HIPAA) privacy laws. The hospital staff informed our members he was being treated and would be released in a few hours, and nothing further. In fact, at one point hospital staff refused to allow officers access to the hospital room.

                                  Questions have been raised as to why this was not a Driving Under the Influence (DUI) investigation and why he was not charged with a DUI-related charge. Due to an inability to exclude a medical condition, and absent confirmatory information a DUI investigation was not conducted. No blood test was done since there was no felony committed and a blood draw could not be forced. However, the hospital did draw blood from Officer Meier for examination and diagnosis purposes.

                                  An Internal Affairs Investigation was initiated. During that process Ofc. Meier voluntarily shared his medical records which indicated the level of his alcohol consumption. Based on HIPPA, this was information he did not have to release to the department. During his Internal Affairs interview, Ofc. Meier immediately admitted to his actions and the poor choices he made that day, and has been cooperative throughout the process.

                                  Ofc. Meier took immediate responsibility for his actions. He has shown tremendous dedication in addressing his actions of that day and taken aggressive steps moving forward. In addition to being demoted from the rank of Agent back to officer, Ofc. Meier also received a significant unpaid suspension. As a result of this discipline, Ofc. Meier has experienced a financial impact in excess of $20,000 and will continue to experience such impact over the next few years as a result of his continued demotion.

                                  In addition, he has stringent rules to follow while he remains employed with the Aurora Police Department. Among those rules he has signed an agreement that any similar or significant infraction will result in immediate termination.

                                  We understand in order to maintain the public’s trust we need to be transparent with our actions. We take our responsibility to the public very serious and hold our members accountable for their wrong doings.

                                  Aurora Police Deputy Chief Paul O’Keefe Withdraws As Interim Chief, Cites Nate Meier Case

                                  The Aurora Police Department’s Deputy Chief Paul O’Keefe- who was slated to become interim chief in a week- withdrew his name from consideration Tuesday afternoon and announced his retirement, indicating his moves were due to the case of Nate Meier, an officer who was found drunk on the job earlier this year.

                                  “It is my intention that by removing myself from this interim position, that the men and women of the Aurora Police Department will ultimately be able to move beyond the negative depiction currently being broadcast and be recognized for the exceptional professionals that they truly are”, said O’Keefe, in a Christmas Eve letter to city administrators.

                                  The Deputy Chief also said he would be retiring effective March 31, 2020. O’Keefe had been named interim Chief and was slated to take over for retiring Chief Nick Metz, who is leaving as of December 31st.

                                  But O’Keefe had been wrapped up in the controversy surrounding Officer Nate Meier, who was found drunk, on duty and at the wheel of an Aurora police vehicle in March.

                                  O’Keefe was one of the first officers on the scene and made the decision not to pursue a DUI case against Meier saying there didn’t appear to be enough evidence and he thought Meier might have been in the midst of a medical event.

                                  Later testing showed Meier’s blood alcohol was at least five times over the legal limit for DUI, according to Aurora police sources familiar with the case.

                                  Although Meier was not charged with a DUI, he was demoted, but remains with the department.

                                  Metz has said he has no regrets about how he handled the case.

                                  The City of Aurora has announced an independent investigation into what occurred and Arapahoe County District Attorney George Brauchler said he too is examining the decision making process.

                                    Highest-Paid Baltimore Cop Facing Decades in Prison for Crimes Caught on Camera

                                    For years, Baltimore Police Sergeant Ethan Newberg racked up overtime hours by destroying innocent lives, a thug of a cop who made up the law as he went along, punishing citizens who dared question his tactics or record his arrests.

                                    He was the highest-paid officer on the force when he ran after a man who had criticized him for making another man sit on the wet sidewalk last May. Lee Dotson was walking away when Newberg sprinted up to him and grabbed him, prompting Dotson to pull away from him.

                                    Another cop tackled Dotson to make the unlawful arrest. Newberg then shoved Dotson's face into the street while the other cop drove his knee into his back.

                                    "Take your charge like a man," Newberg responded when Dotson demanded to know what crime he had committed.

                                    Now it's time for Newberg to take his charge like a man – 32 counts to be exact – charges ranging from assault, false arrest and official misconduct charges. Enough to send him to prison for more than 100 years where he would join about a dozen other Baltimore cops who have been sentenced to prison in recent years. A street gang evolving into a prison gang.

                                    Newberg, 49, was indicted after investigators reviewed 12-months of footage from his own body camera and determined he had established a “pattern and practice of harassment and intimidation." Many of those crimes were committed while milking the taxpayers on overtime, making $260,000 in the 2019 fiscal year, more than any other city employee including the police commissioner and mayor.

                                    Now he is the 20th Baltimore police officer to have either been suspended, sentenced or arrested this year for crimes committed in the line of duty. Judging by his arrogance in the video, Newberg believed he was invincible. Untouchable. After 24 years on the force, nobody was going to tell him what to do.

                                    Towards the end of the video, he accuses a fellow cop of interfering when the cop suggests Newberg "calm down" and "relax" in the moments following Dotson's arrest.

                                    "Don't ever interfere ..." Newberg began to say, his natural response to anybody who criticizes him. Except he quickly realizes he would not be able to arrest the cop for interfering as he did to Dotson.

                                    "Just leave my scene. Go. Go. Don't you ever tell me how to do my job," Newberg tells the cop while shoving him away, oblivious to the fact his two-decade career was about to come to a crashing end.

                                    Newberg was arrested and charged with assault, false arrest and official misconduct about a week later after Police Commissioner Michael Harrison got wind of the video. Harrison had been at the helm only three months, an outside hire from New Orleans.

                                    Charges of interfering were also dismissed against Dotson as investigators began looking at all Newberg's body cam footage for the 12 months preceding his arrest which was when they determined he had established a pattern of abuse although it was already well-established on the streets and among his peers that he was the bad cop, a role he played with pride.

                                    "I'm the sergeant they talk about," he would tell the people he harassed.

                                    His behavior went unchecked until the arrival of the new police commissioner.

                                      Alabama Lawmakers Think The Time Is Right To Make Assaulting A Cop A 'Hate Crime'

                                      Another stupid, pointless effort to turn protectors and servants into professional victims is being mounted in Alabama. Cops can barely be bothered to educate themselves on the laws they're enforcing, but they're usually all over the ones that allow them to turn things they don't like into criminal activity.

                                      It's (yet another) "blue lives matter" law being foisted upon citizens by legislators who are altogether too certain they're in the right.

                                      The bill, written by Senator Chris Elliott, is his second attempt to push a cop-friendly hate crime bill through the legislature. Elliott possibly figures he'll have a better chance this year because more cops have been killed in Alabama than usual. There have been six law enforcement officers killed by residents this year, which puts the state towards the top of the killed in the line of duty list.

                                      The senator who spoke for everyone (while being wrong about what "everyone" agreed with) doesn't want this bill tainted with riders that would provide similar hate crime protections for others more deserving of these protections. Sen. Figures (who does not agree with Ward's assertion that "everyone agrees") may have been responsible for the death of Elliott's previous effort when she added an LGBTQ amendment to his 2018 "blue lives matter" bill. That's the sort of "tacking on" Ward is hoping to prevent here, in order to give cops more protections while leaving more vulnerable residents less protected.

                                      Adding to the stupidity is the fact that police already benefit from a law that provides an extra deterrent to killing cops. In Alabama, killing a law enforcement while they are on the line of duty is an aggravating factor that is punishable by the death penalty.

                                      The general public receives zero benefit from these laws. All that happens is a very well-protected group of government employees gets even more protections. The laws become vehicles for abuse and there's only so much courts can do to protect citizens if their "representatives" decide to serve fellow government employees rather than their constituents.

                                      The upside here is these proposals -- at least here in Alabama -- can be neutralized by adding amendments that would extend protections to people who don't wear the blue -- especially members of the public that far too many legislators don't feel are worthy of any protection.

                                                  Ex-Cop Receiving $57K a Year due to "Stress" from Trial for Shooting Man in Back

                                                  Thanks to a hung jury and a forgiving prosecutor, a former Wisconsin police officer escaped a prison sentence and is now collecting $57,000 a year in disability due to the "stress" she suffered while on trial for shooting an unarmed man in the back.

                                                  It's a sweet deal for the 30-year-old former Brown Deer police officer who expects to receive the tax-funded/tax-free payment for the rest of her life. It's more than she ever made as a police officer.

                                                  All she had to do was claim she was unable to work due to debilitating stress she suffered from having been charged with felony aggravated battery even though her trial ended in a mistrial and the prosecutor chose not to retry the case, essentially giving her a free pass for shooting an unarmed man in the back.

                                                  Meanwhile, the man she shot, Manuel L. Burnley Jr, who spent 12 days in the hospital after the shooting, also says he is unable to work due to having a bullet lodged in his body as well as losing part of a lung. But his civil trial is not scheduled until next year so it will be a while before he sees any potential payout.

                                                  The incident took place in March 2016 after Burnley got into a verbal argument with a city bus driver over the cost of a transfer pass. The bus driver called Brown Deer police to eject him from the bus. Kraemer arrived with another cop and ordered him off the bus.

                                                  Burnley, 29, told the cops he would step off the bus as soon as he received a refund in his $3 bus fare. He said he had no other money to get home.

                                                  But the cops refused to entertain that idea and threatened with a $691 fine for disorderly conduct before grabbing his arms and forcing him off the bus.

                                                  Once off the bus, the cops would not let it go, insisting on forcing him to the ground and handcuffing him.

                                                  Kraemer testified she had to shoot him because she saw him reach for his waistband even though he never gave any indication he was armed. He was not punching or kicking the cops. He just wanted his refund so he could catch another bus home.

                                                  But she testified she feared him because of his size. He is 5' 7" and weighs 370 pounds. She also testified did not taser him because she already had her knee in his back and did not want to deescalate the force.

                                                  "It would have been considered a deescalation of my force to go from knee strikes down to the use of my taser," she testified in front of a jury in February 2018. "We are trained in that you don't even deescalate your force until you are in 100 percent control."

                                                  According to her testimony, the levels of acceptable force in the eyes of her superiors go from tasering a suspect to kneeing him in the back to beating him with a baton to eventually just shooting and killing him.

                                                  However, she skipped the use of a baton and went directly to shooting him after the knee strikes because she was too tired.

                                                  "I discounted using my baton due to my level of exhaustion," she testified. "I did not have the energy to now draw my baton, expand it and then begin striking him."

                                                  Instead, she testified that "I chose deadly force."

                                                  "I would describe it as auto-pilot based on my training," she testified, explaining her decision to shoot Burnley in the back.

                                                  In other words, she admits she is incapable of using common sense and rationality in dealing with the situation and has no hesitation to take a man's life just because she lacks the endurance to beat him first – even though there was little reason to even beat him once he was off the bus.

                                                  In other words, she is programmed to kill without ever taking into consideration other options.

                                                  And now that she proved to be an inept cop, she will be making $57,000 a year for the rest of her life. The money is coming from a state pension fund. It's almost as if she won the cop lottery.

Martinez found alcohol and a small amount of marijuana in their car and told them to follow him down a hidden road.

                                                    Martinez told the teens that they could face jail time if they did not strip naked and run down the road. One of the women claimed that Martinez tried to solicit a “hand job.” The teens said they felt intimidated and threatened, so they complied with Martinez's commands.

                                                    Martinez faces up to 60 years in state prison; his sentencing is scheduled for Nov. 25.

                                                    Ex-Miccosukee Cop Who Forced Teens to Run Naked Gets 10 Years in Prison

                                                    A former Miccosukee police officer accused of forcing two teens to strip naked and run down a secluded road in the Everglades during a 2016 traffic stop will be spending the next decade behind bars.

                                                    Michael Martinez was sentenced to 10 years in state prison Wednesday, after a jury found him guilty in October of two counts each of extortion and unlawful compensation.

                                                    Martinez, 30, had pulled the two teens over after they ran a stop sign on Aug. 5, 2016. After he found a small amount of marijuana in the car, Martinez told the teens to follow him down a secluded road, then told them they'd go to jail if they didn't strip naked.

                                                    Once they were naked, Martinez forced the teens to run down the road, then tried to get the teen girl to perform a sex act on him, prosecutors said. The victims, who were 18 at the time, said they felt they had no option but to do what Martinez said.

                                                    Martinez remains behind bars, but a judge has allowed him to be released on $20,000 bond while he appeals the convictions.

                                                      South Carolina Cop Arrested, Sheriff Says Cop Strangled Girlfriend and was Drunk

                                                      Elgin Police Officer Douglas James Barton, 41, has been arrested on a domestic violence charge after his girlfriend called 911 in Kershaw County, South Carolina.

                                                      Barton was arrested and charged with domestic violence in the second degree after he reportedly assaulted his girlfriend at her home Kershaw County Sheriff Jim Matthews said in a statement.

                                                      Deputies were called to the home after a 911 dispatcher received a hang up call around 12:30 p.m. in which they could hear a woman screaming in the background, Matthews said. Minutes later 911 received another call and dispatched deputies to a home.

                                                      According to the woman, she and Barton got into an argument which escalated. At one point, while the woman tried to call 911, Barton took her phone and smashed it with a hammer preventing her from calling for help, Matthews said.

                                                      The woman said she then tried to leave her home, but Barton held her against her will, assaulted her and threw her to the ground, deputies say. Using another phone, the victim again tried to call 911, but Barton took that phone and broke it as well, Matthews said.

                                                      The woman told deputies that Barton placed a pillow over her face to keep her from screaming, grabbed her around the throat and struck her in the face.

                                                      Once the woman was able to get away from Barton she ran to a neighbor’s home where she called 911 again, and once on the scene, deputies spoke to the woman as well as Barton who was highly intoxicated, Matthews said.

                                                      Barton was arrested and taken to the Kershaw County Detention Center. In addition, he was suspended from his job as a police officer.

                                                      Officer-Involved Domestic Violence


                                                      Individuals who are the victims of domestic violence at the hands of police officer-batterers are often in a unique and particularly vulnerable situation. Unlike most victims of domestic violence, where the success of protective efforts depends on the cooperation of law enforcement, those subject to officer-involved domestic violence (OIDV) may, for a variety of reasons, be unable to secure the assistance they seek. This is particularly troublesome in light of increased rates of domestic violence in police officer families. Some studies have indicated that women in around 40% of police officer families experience domestic violence.


                                                      One reason why it is more difficult for a victim of OIDV to seek help is the strong bonds of loyalty within most law enforcement communities. Coupled with the discretion granted to officers in determining how to respond to allegations of abuse, this may lead an abusing officer’s colleagues to not take action or to emphasize the private, familial nature of the problem.

                                                      Victims of OIDV may be more reluctant to report abuse for a number of reasons. Victims may be aware that reports of abuse made to a police department will not be kept confidential within that police department. If the abuser works for the department, he may learn of the victim’s allegations. Further, victims may lack confidence that they will be treated fairly if their cases are handled by the batterers’ colleagues. Multiple studies of OIDV investigations in the U.S. have revealed systematic mishandling of the investigations.

                                                      Batterers who are police officers may be able to use their increased knowledge of the system to manipulate the victim and prolong the abusive relationship. Police officers have access to a great deal of information from a variety of sources, for example, police scanners, vehicle tracking devices, or recording equipment. Abusers may be able to utilize this information in order to control or harm their victims.

                                                      Additionally, the unique situation of victims of OIDV means that they may in fact face more harm from laws and measures intended to help them. In 1999, the U.S. passed the Lautenberg Amendment, which prohibited or restricted gun possession by a person who had a domestic violence conviction or who had a protective order against them.

                                                      In the U.S., a law enforcement officer must be able to carry a gun in order to work. The officer may be placed on desk duty during an investigation. By reporting her abuser, however, a victim of OIDV risks her abuser losing their job if he is convicted. This can lead to both retaliation and—if the officer is the only or primary wage-earner—a loss of household income.

                                                      Two studies have found that at least 40% of police officer families experience domestic violence, in contrast to 10% of families in the general population. A third study of older and more experienced officers found a rate of 24%, indicating that domestic violence is 2-4 times more common among police families than American families in general. A police department that has domestic violence offenders among its ranks will not effectively serve and protect victims in the community. Moreover, when officers know of domestic violence committed by their colleagues and seek to protect them by covering it up, they expose the department to civil liability.


                                                      The reality is that even officers who are found guilty of domestic violence are unlikely to be fired, arrested, or referred for prosecution, raising concern that those who are tasked with enforcing the law cannot effectively police themselves.

                                                      In 1998-1999, 23 domestic violence complaints were filed against Boston police employees, but none resulted in criminal prosecution.

                                                      The San Diego City Attorney typically prosecutes 92% of the domestic violence cases that are referred, but only 42% of the cases involving a police officer as the perpetrator are prosecuted.

                                                      Between 1990 and 1997, the Los Angles Police Department investigated 227 cases of alleged domestic violence by officers, of which 91 were sustained. Of these 91 allegations that were sustained by the department, only 4 resulted in a criminal conviction. That means that the LAPD itself determined in 91 cases that an officer had committed domestic violence, but only 4 were convicted on a criminal charge. Moreover, of these 4 officers who were convicted on a criminal charge of domestic violence, one was suspended for only 15 days and another had his conviction expunged.

                                                      In fact, an in-depth investigation of the Los Angeles Police Department conducted by the Office of the Inspector General concluded that the discipline imposed on officers found guilty of domestic violence "was exceedingly light when the facts of each incident were examined."

                                                            Hornaday also said the unnamed officer was 23 and had been with the department for just two months. He called the incident a "black-eye for law enforcement" and said no criminal charges were expected to be filed.

                                                            On Monday, the owner of the Junction City McDonald's denied his employees wrote the message. Dana Cook said video surveillance proved his workers committed no wrongdoing.

                                                            McDonald's and Herington police had launched separate investigations into the incident. Hornaday said the officer claimed the incident was meant to be a joke.

                                                                At least 85,000 law enforcement officers across the USA have been investigated or disciplined for misconduct over the past decade, an investigation by USA TODAY Network found.

                                                                Officers have beaten members of the public, planted evidence and used their badges to harass women. They have lied, stolen, dealt drugs, driven drunk and abused their spouses.

                                                                Despite their role as public servants, the men and women who swear an oath to keep communities safe can generally avoid public scrutiny for their misdeeds.

                                                                The records of their misconduct are filed away, rarely seen by anyone outside their departments. Police unions and their political allies have worked to put special protections in place ensuring some records are shielded from public view, or even destroyed.

                                                                Among the findings:

                                                                -Most misconduct involves routine infractions, but the records reveal tens of thousands of cases of serious misconduct and abuse. They include 22,924 investigations of officers using excessive force, 3,145 allegations of rape, child molestation and other sexual misconduct and 2,307 cases of domestic violence by officers.

                                                                -Dishonesty is a frequent problem. The records document at least 2,227 instances of perjury, tampering with evidence or witnesses or falsifying reports. There were 418 reports of officers obstructing investigations, most often when they or someone they knew were targets.

                                                                -Less than 10% of officers in most police forces get investigated for misconduct. Yet some officers are consistently under investigation. Nearly 2,500 have been investigated on 10 or more charges. Twenty faced 100 or more allegations yet kept their badge for years.

                                                                        Cops Give DUIs to People Not Even Driving a Car, Including People Using Uber

                                                                        Cops are apparently so hell bent on enforcing DUI laws that some of them are reportedly arresting folks for DUI—even if they are not driving. In Utah, there have been multiple instances of cops issuing DUIs to people who aren’t driving, and they are proud of it.

                                                                        This insanity is the result of police officers’ interpretation of an ill-defined law. As KUTV reports, in Utah, a person cannot drive, operate, or be in “actual physical control” of a car while under the influence or alcohol or drugs. There are a lot of factors that are looked at to determine if a person is in “actual physical control” of the car.

                                                                        “Actual physical control isn’t defined, it’s whatever the cop says it is,” said David Rosenbloom, a DUI defense attorney.

                                                                        This broad interpretation has led to people getting a DUI and they never got behind the wheel. Most DUI laws are in place to prevent folks from driving drunk and causing harm but leaving cops in charge of such a broad paintbrush in Utah is a problem.

                                                                        “You don’t have to be sitting in your car to get a DUI in Utah. You could be camping. If the keys are in the car and you’re listening to the radio, that’s a DUI,” he said.

                                                                        Rosenbloom knows this because he has represented people arrested for that very reason. Apparently cops will stake out camp sites and wait for people grab something from their car or listen to the radio and then sweep in to arrest them.

                                                                        This is not keeping anyone safe. It is predatory and it is wrong. Nevertheless, it happens at an increasing rate.

                                                                        As KUTV reports, Courts must look at the whole circumstance to determine if someone was in actual physical control — like where the person is in the car, if the steering wheel or controls are being touched, if the person is awake or asleep, or if the keys are in hand.

                                                                        “If you go out to your car, like one of my clients, at night to get your cigarettes, and you open that car door and you have alcohol on your breath, that’s a DUI,” said Rosenbloom.

                                                                        Ride share companies have played a major role in the reduction of driving under the influence. One would think that police officers would praise a bar patron for choosing to get an Uber instead of driving drunk. However, in at least one instance, one would be wrong.

                                                                        “If you call an Uber, like one of my clients, the Uber arrives and you go to lock your car up, the minute you touch that car, the cop arrested her for DUI,” Rosenbloom said.

                                                                        What kind of cop gives a person a DUI for choosing to take a ride share and merely locking up their car? That’s not public service. It’s extortion and kidnapping. However, it seems to be par for the course.

                                                                        This is ridiculous, but it gets worse. In many states, you don’t even have to be impaired to get a DUI.

                                                                        As TFTP has reported on numerous occasions, motorists in police state USA are snagging DUI charges for being stone cold sober. Roadside extortionists with badges calling themselves “experts” are the main culprits, according to several sources. The problem has gotten so out of hand that mainstream news media outlets are catching up on the sanctioned extortion and bravely reporting on the phenomena.

                                                                        One Phoenix cop in particular, Officer David Morris has made 56 DUI arrests since April 2018. In a state which annually doles out over 21,000 DUI’s per year, Morris’ numbers are not all that astounding. It’s just that several of his alleged perpetrators whom he arrested for DUI were absolutely, completely, 100 percent, sober.

                                                                        Tasha McConnell said her DUI was traumatizing. She said she was pulled over for failing to come to a complete stop at a stop sign but that Morris wanted to dig into her drug history immediately asking her what drugs she was taking, prescription or otherwise. He told her her “eye tremors” were giving it away and his supposed DRE experience made an expert at determining impairment.

                                                                        Despite passing a breathalyzer and a blood test showing she had absolutely nothing in her system, McConnell was still charged with DUI. This is what preventing drunk driving looks like in the land of the free.
