For computers, non volatile memory is a form of memory storage that doesn't get erased when power is cut.
So a USB stick for example, is a memory device which can be written and re-written, but doesn't lose everything if the power cuts.

Not really intertwined with CPUs. Maybe you are thinking of Read Only Memory (ROM) chips, like the ROM BIOS one that used to store the instructions needed to start a PC. This is probably what most people think of first when the term non-volatile memory comes up.
Not really sure what you mean by secondary storage. But a hard drive is a type. So is a cassette tape or a floppy disk or even a paper note pad or a stone tablet.

What i was working on i turned over to someone with much more I.T. knowledge than me.
What it has to do with is "smart meters" that power companies have started using last few years and the vulnerabilities they pose to diffrent liabilities to the consumer and people who live semi-secret lifestyles and information that can or can't be purged.
